It looks as though Cyberpunk 2077 will have dismemberment. Gameplay impressions published last night offered some more information about how combat will work in CD Projekt Red's RPG.
The big takeaway seems to be that you can take off NPC limbs. Impressions from a hands-off gameplay demonstration (via Eurogamer, link below) says that "you can blow people's legs off and shoot glass out." Later on, it also suggests that you can use the twin blades you might from the game's announcement trailer "to slice and dice enemies."

Plenty more information about Cyberpunk 2077 has surfaced since the game's reveal at Microsoft's E3 conference last week. Most importantly, of course, we learned that Cyberpunk 2077 is a first-person RPG.
